SOAPam Server: SOAPAM process enters I/O retry loop when the TCPIP process returns a device down error (66)

Summary

An issue exists in SOAPam© Server  that causes the SOAPAM process to enter an I/O retry loop when the TCPIP process returns a device down error (file system error 66). This error is returned when the CLIM underlying a TCPIP provider is stopped or aborted, and may occur in other scenarios. When this occurs the SOAPAM process consumes excessive CPU resources and because it is continuously executing I/O requests and is not CPU bound, the process priority is not reduced by the system.
